The animation "AKIRA" gained cult popularity in the United States after its release in 1989. From its release until the 1990s, AKIRA T-shirts and other goods were distributed by unofficial manufacturers such as Fashion Victim. Tin badges are one of them, but I think dead stock bags containing all five badges are very rare.
